How to get rid of the security tool virus?

I recently encountered a hoax security spyware on my computer and when I tried to download anti-virus programs my computer would not allow it. I already have Norton, but it has not detected it. Can someone please help me?
My situation is horrible! Because of the Security Tool I can not check my emails and I honestly can not download any programs. Whats worst, is that my CD burner does not work so I can not back up and restore. I really need someone to help me please. I need step by step instruction on how to get rid of this manually. thanks

You have 3 options :
a) System restore
b) Manual instructions like http://www.2-viruses.com/remove-security-tool
c) Download anti-spywares like superantispyware, spyware doctor, rename them to iexplorer.exe or similar, install and launch.
