Will a free antivirus delete a virus with this description?

My neighbor has a virus, it displays pop ups, slows her computer down by miles, and like won’t let her computer do anything(at least that’s what she said), and displays buy antivirus 50$. I’m not sure if she can reach a anti virus website, but if she could, could a free antivirus delete it? She said she would download anything as long as it had positive reviews on Cnet. IDK much about computers and neither does she. But her son is really mad that he can’t do his homework on it. Please give me some tips that a non professional could understand?
