can i fix my computer myslef or do i need to take it to a shop?

i got my compaq presario notebook 1650 a few months ago from a friend who got a new one my laptop has windows 98. shortly after i got it my brother got on it and started erasing files on it and now i get an error message that says ” no operating system found ” when i start up my computer i get my compaq symbol then the screen goes black and then i get the error message.. is there a way i can fix the problem myself i do not have a refresh disk or anything but i am hoping i don’t have to take it to a computer shop i called one close to me and i was told it would cost me $80 to fix it and i don’t have the money to get it fixed.. can anyone please help me thanks.

just reinstall windows you should have the disk with the o/s on it, it seem as though your brother has deleted the operating system by not knowing what he was doing
